Ranchers fight loss of input on grazing

WASHINGTON - Environ-mentalists and ranchers squared off Thursday over a proposal to roll back a Clinton-era overhaul of grazing regulations.
The Bureau of Land Manage-ment meeting was the last of a series of hearings to gather comment on a proposal to reduce public involvement in the issuing of grazing regulations and to allow ranchers to own range improvements and water rights. Two of the five meetings were in Billings and Cheyenne.
The regulations would apply to the 160 million acres managed by the BLM and would limit when officials must involve the public in grazing decisions.
The proposal also would reinstate a rule permitting the BLM and ranchers to share ownership of certain range improvements. Under Interior Secretary Bruce Babbitt's 1995 overhaul of the 1934 Taylor Grazing Act, the BLM maintained ownership of some improvements - fences, wells and water pipelines.
