Non resident Cow Elk license

I usually hunt the Colorado 2nd Rifle OTC in unit 78/81 for Bull Elk. I was wondering if a Cow Elk or Either Sex is available (for next years purchase)? Can non-residents purchase an OTC for Cow, or is it draw only? I have been looking through the Colo Regs, but can't make heads or tails about the either sex license. I know first rifle in that area for a Bull is draw only, but was thinking about trying to get a cow license (for next year, this year was a washout).
 
Pretty sure all 2nd rifle OTC will be for bulls.

There are draw cow tags that are easy to get with no points.
 
Idk for sure,but would think getting a cow tag in 2nd round wouldn't be hard.Then your building points too
 
EF077O2R drew out at 1 point for an NR ( but 1 tag shy of 2 points )
EF081O2R drew out at 4 points for an NR.
 
No person, either resident or non resident, can hold both a bull and public land cow tag in those units because all OTC Bull tags are A tags and all of the public land cow tags are A tags as well. If you had private land access you could put in an application for a private land cow tag and then also get a bull tag OTC for 81 as the private land tags are on the B list.

If you are trying to just get an Elk I might suggest getting the A list cow as you will likely see more cows than bulls.

Thanks. I am hunting a private ranch, so I need to check with the Outfitter/Land owner. I definitely want to have a Bull license, but also a cow tag just in case. We saw about 30 cows, but only 2 Bulls during the 4 day hunt.
 
If I was in your situation I would put in an application for a P5 cow tag (private land) E-F-081-P5-R, for 81 which will be good Sept 1- Jan 31 and is a B license and then I would get an OTC Bull tag for 2nd or 3rd season. Given this scenario you could also come back and do a late season hunt in Dec if you get skunked.

Thanks for clearing all that up for me. You explain it perfectly. Can I hunt a Bull (OTC) 2nd season AND a cow at the same time, or can I only hunt the cow when the Bull tag is not in season? I would like to have both tags available, so that I can harvest whatever I see. I only hunt 4 days on the Ranch, so would like to increase my odds of success.
 
If you are hunting the portion of the ranch that is in 81 then you can absolutely hunt both simultaneously. Who knows you might get lucky and get a bull and a cow out of the same herd, when it rains it pours!

The Ranch is in 78/81. The gate to the ranch is on the public road (road 445) so the gate could be in either 78 or 81, but the ranch is in both units.
