Dude has been after fully transferable tags for wildlife for a long time, and his other group, UPOM, has been one of the main instigators in the conflict between landowners & sportsmen.

Even if he's a broken clock, I wouldn't want him near elk management. He's the author of HB 418, the eliminate all permits bill.
