Watching the Montana and Wyoming residents get cozier and cozier with MOGA and WYOGA recently, there may be even more opportunities to go this route in the near future.

Yeah dude, probably (although with WY special elk fees, not sure). Still a better option than not going, to me at least- only get so many trips around the sun.
