Didnt like this double barrel shot gun approach to legislation earlier in the session and I still don't like it now. There should be a law holding legislators accountable to voter initiatives that contain implied appropriations....heck this one practically expressed them. The only recourse to change appropriations would be to put it back on ballot with the desired appropriation modifications.
Second bill should be to require shock collars on legislators during session with a voter accessible shock button on MPAN. A click of the mouse would give instant feed back to whatever has just been said on either floor or committee hearing.
I'm normally not snarky, but stuff like this boils me.
