While there will certainly be some downside to reduced permitting for FS project with regard to critters and habitat, we can't spend all of our time, effort, and money on permitting. At some point we have to actually DO something. The real downside is that no matter what the FS tries to do "changes will almost certainly end up in court." Some group/s will throw a tantrum and waste a bunch of money on lawyers. Money those lawyers will use to buy their second vacation home, money that could have gone toward actual projects, actual progress, actual conservation.
