I realize this subject has been debated on here PLENTY. So not wanting to start another debate, because it will change nobody's opinion anyway, but I thought this was a good article regarding HB379:

The FS and State, are working on getting more and more prescribed burning going to help facilitate the country on a good burning plan again, this will be some thing that is the same as what I told my customers in Wa. that I had. Since we are going to be the caretakers of nature, we have to be the ones to keep it up. Otherwise it will get away from us and we will be bit by our inattentiveness...
I think this is our best plan of action and should be pursued vigorously…
