Any reasons why charitable donations to RMEF, BHA, etc would not be tax deductible?

Edit: I have had business accountants call up and ask for a "donation receipt for Mr. Johnson's donation of $500 on March X of this year," and I had to explain that Mr. Johnson purchased raffle tickets and that's not the way it works.
