Congress Changes Rules To Ease Sales of Lands

I think the practical significance is it makes it easier to sell off land. Land sales don't have to get budget approval. Fewer hoops to jump through.

Bishop seems to be happy to be the public face of this thing. Might be time to call my congressman.

If you worry about the public backlash of selling public lands, you bury some accounting mechanisms in the House Rules package that makes it easier to sell the lands and hope nobody notices. That is what they did, and Bishop authored the language. Under that language, you they no longer have to account for revenue losses when selling Federal lands. In the past, they had to make it up via increased taxes, etc.

Only the first day of the new Congress. Brace yourself folks. Gonna be a rough ride.

Taxes will change. Business will always go bankrupt. Markets will always crash. Jobs will always be lost...

The Congressional Budget Office currently estimates the cost of federal land conveyances by calculating the loss of revenue from activities like drilling, logging and grazing.

Rep. Raúl Grijalva (D-Ariz.), the ranking member of the House Natural Resources Committee, called the change "fiscally irresponsible." CBO's cost estimates, he said, are already too low; in the past, he has pressed for CBO to also include the lost value of recreational and ecosystem services (E&E Daily, Jan. 20, 2016).

"The House Republican plan to give away America's public lands for free is outrageous and absurd," he said. "This proposed rule change would make it easier to implement this plan by allowing the Congress to give away every single piece of property we own, for free, and pretend we have lost nothing of any value."
