Looking at Montana's 2017 elk drawing statistics, it shows that 2,757 residents applied for the 900-20 tag as their first choice. It shows that 2,751 of those people drew the permit. It also shows that 566 people drew the same permit on their second choice. How is it even possible for people to draw on their second choice when not everyone that applied first choice drew the tag? I was always under the impression that they didn't even look at second choices until all the first choices were drawn. It is MT FWP after all, so it wouldn't surprise me either if it was just a glitch in the system and 6 poor souls didn't get a tag. Hopefully someone can explain this to me.
