Well, it finally happened AZ has capped the # of nonresident OTC deer tags.
"For nonresident hunters, for 2023, there will be only 2,890 archery deer non-permit tags available. They will be only sold online on a first come, first served basis. To purchase one, click here. Sales begin on Dec. 1, 2022, at 12:00 a.m. Once sold, there will not be any other tags available and third-party license dealers will not have any to sell."
There are no restrictions as to the number of available tags to Arizona residents

Earlier this year I requested information on the number of archery deer hunters in AZ (otc) for the past several years. Below are the results:
2018 2019 2020
Dealer sales- RES 20,832 19,890 21,125
Dept sales- RES 4,807 5,120 5,371
Dealer Sales-NRS 1,789 2,188 2,591
Dept sales- NRS 313 395 502
