ARRA Applauds House Resources Committee Action on H.R. 3247

"Americans for Responsible Recreational Access (ARRA) today commended the House Resources Committee for sending H.R. 3247, the TRAIL Act, to the full House of Representatives for further legislative action. This bill will protect lands managed by the U.S. Forest Service, Bureau of Land Management, National Park Service and the U.S. Fish and Wildlife Service from destructive individuals and groups by giving these agencies the power to impose significant fines for irresponsible behavior. It will also help prevent additional Federal lands and waterways from being closed to recreational use.

ARRA is the Washington, D.C. based voice for responsible outdoor recreation. It represents the interests of millions of families and individuals who enjoy many different forms of outdoor recreation – from hiking to hunting to OHV use – and who believe that Federal lands should not be closed to recreational use because of the misdeeds by an irresponsible minority.

“This legislation will for the first time provide a consistent framework of enforcement authority among all of our public lands agencies” said Larry E. Smith, Executive Director of ARRA. “It will eliminate the many conflicting laws and sentencing guidelines that currently exist on the books. Now all Federal land agencies will be able to focus on better law enforcement of our public lands knowing that the penalties associated with such bad behavior will be treated the same regardless of the actual venue.”

Mr. Smith praised the House Resources Committee, particularly the work of its Chairman, Richard Pombo (R-CA), and Representatives Tom Tancredo (R-CO), Scott McInnis (R-CO) and Mark Udall (D-CO), the prime sponsors of this legislation. “These Members have done a great public service for all those who believe that public lands should remain open to the American people and that bad behavior in those areas should be penalized in a firm and consistent manner,” Mr. Smith said."
 
I don't see anywhere in the bill that says motorized access will be protected.

A BILL
To provide consistent enforcement authority to the Bureau of Land Management, the National Park Service, the United States Fish and Wildlife Service, and the Forest Service to respond to violations of regulations regarding the management, use, and protection of public lands under the jurisdiction of these agencies, to clarify the purposes for which collected fines may be used, and for other purposes
Nor does it fund additional enforcement officers to police those ATV riders.
