You have better chance of drawing if you put in with a guide (still very low odds for NR in a good unit). You can also buy a landowner tag for the entire unit and I would be willing to bet the guide will have access to those tags. Buying a landowner tag will more than likely add a few thousand dollars to the cost of your hunt depending on the unit.

Landowner tags go for around $5000, and drawing for one of the Management areas is difficult for non-residents. Good luck! I did get drawn in 1997 for the Sargent area in Chama, but that was only once is 27 years.
 
LO tags can be found for a lot less,just not in Chama or the Gila in NM.
Going into the pool with an outfitter will improve a NR odds. But I dislike the program...outfitter welfare IMHO.
Look online for the list of ranches and call about tags,before they are all bought by outfitters 1st.....and hunt without one.
