    I’m speaking in more generalities than anything, nothing specific about your own abilities. Think of the whole shebang like a system… me+rifle+scope+ammo… inevitably, you put the rifle and scope in a sled and shoot the ammo you’ll have a more accurate system than the one including me.

    Whether you're starting from scratch, or modifying your current .270, you can't go wrong with step one being the Tikka. If you're going to go all in on your current .270, I don't think you need "a better barrel." Maybe just cut/thread it for your light weight suppressor, and no need to upgrade...
