I used to think high magnification was absolutely necessary for shots over 200 yards and that a 3-9 just wouldn't cut it at 400. I no longer believe that. My 3.5-10x40 VX3i is good enough magnification for as far as I'm ever going to shoot.
Just some friendly advice; water right doesn't mean right to access. If you haven't checked on an easement yet to access your water source I would recommend it.
Also, shared wells are a pain in the ass and lead to trouble. I'd highly recommend having your own water source on your own property.

I'm a huge fan of the 3-stage safety switch. Part of the reason I love Savages. My Bergara has a two stage, but the bolt is always unlocked. It's ok I guess. I don't like having a round chambered unless I am expecting to shoot.
