I drew the 2nd season unit I always apply for, typically takes 3-4 points. 4 points is guaranteed and a % of 3 points draw in normal years. I had 3 points and drew, so good ole point creep didn't seem to make too big of an impact on this unit and season.
61 is a top end unit, for resident takes any where from 9 points up to 20 depending on the season. I sure the hell am not burning 9 points on a unit to shoot a spike. Just cause it is allowed doesn't mean it really happens.

Currently Nonresidents are limited to up to 35% of the total number of tags per hunt code for deer and elk, unless that hunt code has taken six or more preference points to draw. So 1/3 will drop that from 35% down to 33.33%. Not sure there is really any benefit there.
