    Are they additional tags or something? I've had our local warden call me twice to see if I've filled my tag as a rancher in the unit would like some culled off their place.

    Yeah, I mean it's not as nefarious as it sounds. Typically, the game and fish will try to contact active license holders for that unit and tag before just throwing out some extra tags. They've been doing this for several years.

    @BuzzH can probably speak more to it than I can. From what I understand we do already have this program for damages to hay/fencing etc. but the owner has to provide some sort of access to qualify for the reimbursement.

    Yep, and for river permits across public land, it just seems like an odd system. I guess the grand canyon has had their point system in place for a long time. Personally I'd like a pure random with wait periods for successful permit draws.
