For elk it depends if you are talking 704 or 705. They are both antlerless only on a general tag, I believe. I think a general tag is not valid on national forest lands while it is valid on national forest in 705. I'm not familiar with that part of the state but I don't think the elk herd is...
It can be pretty bad up there. Saw an ok buck from the road one year and told my buddy that buck had 20 minutes at most to live. We hadn't even driven out of sight of the buck when someone stopped, got out of their truck, and shot him.
We put plastic caps on the end of our barrels in Iraq. Didn't affect accuracy, just looked like Elmer Fudd after we shot with the end of the cap blown out and curled away from the barrel.

The book you were looking for is "North American Elk Ecology and Management". I found mine on the Wildlife Management Institute website if I remember correctly. It is a textbook so it won't read like your normal hunting book, but it has great info in it.
