Not a bad idea. Only thing I would add, remove any discounts associated with the NR exceptions. This would lighten the revenue impact of what you propose.
It's a small number of folks who qualify for the expanded definition, but it's continuing down a path that needs to be reversed not enhanced. Is it a beachhead that needs to be taken? Probably not, but it could become one in light of the strong anti NR sentiment expressed at the FWP Citizens...
