Ben, do you think Mercer's amendments are a highly calculated move by GG? I can only imagine what the hearing would have been like had Mercer's amendments been submitted prior to public comment. All those vets would have been up in arms.

I would add that this HM funding is the only I190 funding that has a multiplicative effect based on the national grant that requires matching dollars as a qualification. I didnt know that going into this and I think it was lost in all the dialogue.
I think a follow-up message could be....no one is fully dependent on this money because it's new money.....every proponent in the room would still be funded if their funding was cut, which makes Bedey's justification a nonjustification.

It's painful. The opponents got it right. The one representative who asked about how many people voted to approve the legalization based on conservation missed the point. The point needed to made that the voter approval was narrow. Remove Habitat Montana, and the legalization doesn't pass...

I think you're likely right about relevance to B tags, etc. As for flexing the licenses within the ranges, it doesn't appear as though those will change mid year. According to this it can vary slightly from year to year.
It is. I guess they've figured they can flex the quota if needed within the stated range.....which I guess means you could lose a tag if they flexed it downwardly. Trying to sift through the fine print now.

It was a little tongue and cheek, but it is honestly more palatable to increase the tax regardless of the budget clinate than it is to hood wink the voters.....at least that's how my remedial mind sees it.
