Yes and no. There are rules as to what qualifies, but there is no check on Potus and that person has full authority for the declaration under the Antiquities Act, but it cuts off the "multiple use". Given about 25% of all oil output comes from Federal Land, that would cause a bit of a problem...- SAJ-99
