Good point on applying for the X zone 1st choice. I always forget that you get a point even if you get awarded 2nd choice. So put down an X zone 1st choice and C or whatever else you want second and the you will have a point for next year.
With no points one of the Northern C zones would be your best bet, any X zone will require 2 points normally. You could also get most of the D zone tags over the counter but the success rates are pretty low for those.

Same thing happened in my back yard last week. I believe this one is a Coopers Hawk from what I can tell. This was a Eurasian Dove that it took out and spent over an hour defeathering and eating before it flew off with it.

Just did some measuring on it and it seems like the large yoke goes down to about 18" torso at the smallest setting. Seems like it would probably work for you. Maybe someone else might be able to tell you better.
