Yes it is, that is the NR outfitter pool. Currently they are allotted 10% of the tags, non guided non residents are allotted 6% and residents are allotted 84%.

Depending on the unit and the hunt code, that is entirely possible for your friend as a resident. The non resident odds are never going to be 50/50 based on the way they allocate tags.
