Another thought about hunting bear in griz country is you've got to be 110% sure its a black bear before you pull the trigger. There were a few instances around MT and ID this year of guys shooting what they thought were black bears and walk up and its a griz. I'm sure if you hiked through AK...

The other thing to think of with ID is that it costs you somewhere around $160 just to apply than you gotta front that tag fee. Thats a lot to accumulate no points.
Looking at the GoHunt odds, like jryoung said, your best chance is Idaho at 8.9%. Looks like a rough area which is expected being next to the Middle Fork of the Salmon. I'd stay away from WY with their Non resident wilderness rule unless you have friends in WY or want to hire a guide.
Congrats on the tag! Never been in that unit but have seen lots of moose just over the mtns on the South Fork. You might have to change your name to MooseHunter for the next year...
