Use 0000 steel wool with lots of gun oil on the rust. If it hasn't penetrated the finish, there will be no trace of it. If it has penetrated the finish, then there will be bare spots left. About $185 gets a Ceracoat job! :)
What everyone else has said! No effect on the bullet. The tape is blown odd by the air coming out of the barrel when the gun is fired. When the bullet gets there, the tape is long gone. I always cover my hunting rifle muzzles.
