He likely doesn't have enough deeded acres to support the number of AUMs that he is running and there probably isn't any other allotments around that haven't been leased for generations.
So he is in a difficult spot that the CPW and other should address immediately but removing anything besides...

I upgraded from a vortex summit to the silk 634. Lots of difference in the legs, and in a very good way but also got the sirui va-5 head. Man that thing is smooth and rock solid.
I think you are paying extra for the waterproof legs but not to far off price wise really.

Try calling the managing land agency and ask them. May have to talk to a few folks to track it down but if a federal agency the range con should be able to help you.
