I had a similar decision to make and chose a Ruger SP 101. 357 or 38Special ammunition, and there is no worries about either detachable magazines or magazine capacity laws.
A while back I used some Seekins rings marketed by Vortex on a target rifle that were very good. I seem to remember that they cost somewhere in excess $100. I am fairly sure that Vortex puts their name on other manufacturers rings as well, but if you are sure they are the ones made by Seekins...

I like Stocky's Stocks and have bought a few stocks from them, but for B&C stocks it works out better to buy directly from them. Big selection, and better prices.
That is a lot of damage to the crown, and I would bet that it has an effect. It would not cost much at all to have it re-crowned. It is possible to do it DIY with a drill, rounded bit, and abrasive, but anybody with a lathe could clean it up it better.
The plastic version of the stock is indeed terrible, but the laminated wood and walnut are both very usable with proper bedding. I do pop in a different trigger, but the barrels are usually pretty good.

Book with an outfitter. That is the only reliable way to hunt on private property in areas that you can draw with one point. The good outfitters often are fully booked early, and some of them are booked years in advance, so contact them soon.
