I would certainly give serious consideration to the Sako 85. Tikka is the budget option from Sako and has many, many very vocal fans. I am not knocking the Tikka at all, for the price it a fine rifle but it is not quite the same overall quality as a Sako 85.
I hope this rifle will see real Africa and not just another South Africa shooting farm. I have been some places that there have been times where I wished I was holding a thumper instead of a .375.

A Cooper in .257 Roberts would certainly do the trick for whitetails in PA without unnecessary recoil. Otherwise I would be tempted to choose his favorite action, have somebody screw on a good barrel, a nice aftermarket trigger, and a walnut stock from a vendor like Stocky's.
