You will need to read the legal description and maybe take a highlighter to your map. I don't think I have ever seen a map that shows the south and north sub areas - but you should be able to make your own.
As others have said, it is legal to use game cameras on public land. I would personally recommend sticking to your plan of setting up on game trails and watering sources and stay away from attractants. I would stay away from hiking trails and closed roads as people have a good chance of finding...
Not real familiar with the non-resident rules and regulations and the accompanying tags but these areas require a permit for mule deer, which is what is in most of these districts.
FWP did away with the mule deer permit in these two districts in 2019. It is fair game for mule deer bucks now...
