    ND has LE rifle and OTC archery into January with about 10% of the public land MT does. If we’re gonna say that, then MT is also apples to asparagus with WY, ID, CO, you name it. Western ND and Eastern MT are just about identical landscapes, so I don’t know why you wouldn’t compare the two?

    Idaho had the same issue with elk. NR’s could go anywhere general so tons of hunters wound up in the same areas. A couple years ago they capped units for NR’s and it sounds like things have improved significantly. Doesn’t seem unreasonable.

    Most BMA's that I know of refuse to allow shoulder seasons. This takes rifle season from 10/1-11/25, so hunter participation, knocking on doors, evening phone calls, etc. would increase drastically. 92 day hunting isn't a change, but the participation level would be a huge change.
