I don’t see this as a win for outfitters? By their own statistics 25% of NR already go guided so they wouldn’t really gain a single deer hunter while cutting their potential client pool in half. They’d gain possibly 1 elk hunter? Draw odds would most likely still be shitty for the top shelf...
I had this exact issue a few years back and Swarovski took care of mine at zero cost to me other than shipping it there. The previous owner deal isn’t a problem as long as you know who the previous owner is and Swarovski can get in touch with them to verify the sale.
Purchasing a bull elk tag and deer tag at the local gas station for some of the best hunting in the west, getting 84% LE bull tags, and 80% of the deer, is still pretty good incentive to live in WY for the outdoors lifestyle. I get it though because if I were a resident I’d be pushing for 100/0...

I wonder at what price does the needle start to move on draw odds. Clearly not $1300. So at what point would people start to shy away? As it stands WY could raise their elk license to $1300 across the board for any elk and never miss a beat.
While I agree the wilderness rule is garbage, it does not guarantee or set aside a licenses for outfitters period.... And I don’t have to hire a guide to hunt the wilderness.
I actually have no problem with outfitters in general. My issue lies in the distribution of a license based on the financial ability to hire an outfitter.
