Until the NR LE quotas are separate from the resident draw, the reduction in odds of NR combos will have zero impact on LE draw odds for NRs. Especially highly sought after rifle permits. Just too many residents in the pool for it to matter

NRs regardless of points are not guaranteed to draw from the "quota" the quota is essentially just the cap of how many NR tags can be drawn. Many times you will find that 0 NRs draw from many of these pools year after year.
