Funny thing, I've actually had this same issue with my 284 win. It was puzzling for sure. I was using Hornady dies so a call to Hornady got this straightened out. I was going to suggest measuring from base to shoulder and screwing the die in a little further, but looks like you figured it out. 👍

My 280AI with a 26" barrel will push this bullet a little over 2900fps with pretty good accuracy - about .75MOA. This is using Reloder 23, however, which seems to about as easy to find as pterodactyl eggs these days.
This is true. It's kind of annoying. This was much worse in the old Hornady auto-charger I used to have, but better in the RCBS. Last time I used RS powder I just worked with a manual powder thrower and a trickler to top it off.
It ain't sexy but the .308 is hard to beat for light weight, general purpose, pull off the backpack and shoot stuff on a mountainside from WT deer to elk.
I've said it before, but there's not any one area in which the .308 really stands out, it's just that it does everything well.
