The conservancy owned stuff is allowable for public access…..except the designated park at the bottom, east of the highway, east of the forest service station. The other private lands are fairly low on the hill near houses, which you cannot hunt with certain distances of occupied dwellings...
I have the lifetime license. It allows me to be in the resident draw, but at NR fees. I have max elk and sheep points, which is why I got it before I left.
Is you go down that end ridge all the e way out that road it’s relatively open and you can glass those oak trees down there. The west side can be okay, but tough find legal parking spots off that highway.

Actually, the east side of the lake at the shoreline and just above will always have a few decent bucks in October (that’s when they rut). You have to hike down a ridge off of the dirt road from the GMR.
