As has been mentioned several times on this and other threads, there is no "fix", only different methods of allocating a limited supply of tags to the masses. What's the best or most fair? That's likely...
Neck. I think it's a crime to leave it, though it's not even required to take in WY. I've often ground the neck roasts into burger, but it's fantastic stuff when slowed cooked properly. Once the connective tissue breaks down, the meat that's left is of a terrific flavor.

Point Banking is when you only use the points required to draw a hunt, and you keep or "bank" the rest. They did this once already in Colorado one year as I recall.
To add to the above ideas, there has been mention many times over the years the idea of "point banking" in CO. This one is controversial, usually depending on where one sits in terms of points. Would it help take pressure off high point areas, put more hunters through the system, or only stand...
I always wait for a day when the temps are halfway tolerable. I've cleaned many in the months of November, December, January simmering and pressure washing. Just gotta bundle up!
