I never fault anybody for getting a new gun, however, I would consider staying with the 30-06 and upgrading it. New stock, muzzle brake(maybe), new trigger, glass bedding, etc. becomes a new rifle that is fun to shoot and extremely accurate.
7-8 days to harvest an antelope should be plenty, especially if you all won't be picky. Harvesting deer in addition to goats might be a different story depending on where you hunt and how picky you may be.
I would determine what type of terrain you want to hunt. Ft. Rob and Pine Ridge have more elevation change and forest. The other locations you mention are more rolling hills and open country for the most part.

I like both. I prefer an angled when glassing uphill or even from a truck window. Believe it or not, I find that I don't have to torque my body as much with an angled scope while sitting in the truck. Yep, target acquisition is a bit tricky at first but I got the hang of it. A straight scope...
