I would suggests reading what Wyoming put out on this with their support. They want it all, not just "unappropriated" BLM lands. And, the attorneys I've hired have pointed out the legal contradiction of what Utah has asked for. They are bifurcating BLM lands from other "unappropriated" lands...- Big Fin
