To the OP; I'd bet with some digging and asking around, it would be possible to find a hunt club/lease in TX that would allow you to hunt tons and in a way that fits your physical limitations. Also, remember that hunting is not only big game. Lots of small and upland game to pursue. Find some...
I don't have the numbers anymore, but IIRC nesting success and overwinter survival went up significantly. To be accurate, the transplanted birds were augmenting a struggling, local population. Here's a link to a paper looking at the effects of the predator control for that population...
When I was in UT, the DWR did heavy predator control (mostly red fox, ravens/magpies) to help sage grouse that were being relocated to help bolster a struggling population. I was surprised at the nesting/survival success numbers between control and no control.

IMO personnel moving around is small to non-issue when it comes to implementing policy/projects. Things like monitoring/inventory/data collection it is more of an issue, but still far from large. Leadership and leadership commitment to working on the issue. From DC to field office.

If you can find some, the Federal Fusion 95gr shoots very well out of my boys' 243 and has worked very well on over 1/2 dozen deer. Always exited and no deer has made it more than 40yds after the shot. The 80gr blue box shoots well also, but we've not put one in a deer yet.
I'd be okay with that as well. In a state like SD, I'm sure pheasant money helps many, many other programs and species than just pheasants... Heck, a small percentage increase in pheasants or access to pheasants would impact more hunters than a doubling of sheep tags. ;)
