NM loves fat, rich, non-resident big game hunters more than almost any state. Most of their best tags can be bought from landowners every single year, completely bypassing the draw, for a large fee!
I think you have to find the state, or states, you are lucky in.

Good advice above. Only thing I would add is that javelina don't necessarily operate on normal game hours. Getting up at the crack of dawn has rarely resulted in javelina sightings for me. I'd say out of 15 javelina I've shot only 1 has been before 9am. I got this one last week in the OTC...
You're probably gonna laugh, and maybe I've just been super lucky, but I gotta say TX! Super cheap, no NR cap, and good quality public hunts on a wide variety of non-traditional game.
Negative, if unsuccessful nothing would show in the portal. You will just get your check and app back in a week or two. Are all of your choices currently gone on the updated list? Sometimes it takes them a few days to work through the apps and update the portal.
