Randy, are these the same as the Mini Mauser actions that used to come out of Czechoslovakia several years ago? They weren't made by CZ but they were great little actions. I've got a couple of PD rifles built on those actions.
There is a tolerance in the size of the chamber. If the brass was fired in a chamber that is marginally longer than yours, you will have to fire form the brass to your chamber and it still might never fit properly. it's always best to buy new brass and only reload for the rifle it's originally...
Ya'll need to look at the new 7 series Nikon optics. They come with both the BDC and the Nikoplex reticles.. 30mm tubes and some great new coatings for additional light tranmission. I have four of the Buckmasters 4.5-14, 1" tube, with the Mil Dot reticles if anyone is interested in buying...

Winchester Mod. 70 Featherweight in 6.5X55 Swedish Mauser. It will kill anything on this continent although it would be marginal for big bears.. Light, accurate and easy to shoot.
If you fire form 270 brass, try an old trick. Size up the neck of the case then use a LRM primer, about 4 to 5 grains of unique, fill the rest of the case with dry oatmeal, corn meal, or cream of wheat, and cap it with bar soap or bee's wax. Cheaper and cleans the throat of the rifle also.
buy the 10X42 now and get a stick to rest them on. If you are hunting southern AZ you will likely be hunting Coues deer and they are hard enough to see with 10X glasses much less anything smaller. Eventually you will want 15X60's....then you will really need the stick.
Use a colimator and zero the scope. Remove the colimator and shake the rifle. Re-install and see if the rifle held zero. Sounds like the veritcal gimble on the scope may have an issue.
I shot a deer with a 7mm Rem a few years ago. Quartering away. Hit the shoulder blade. Spun the deer around and the bullet exited the same side it entered. It did manage to blow bone chips all through the check cavity however. Sounds like maybe that;s what happened to you.

How many times have the brass been fired? Have they been trimmed to minimum case length? Are you using a boatail bullet or a flat based bullet? What do the primers look like? Are they cratered? When was the last time the chamber was cleaned? When was the last time the rifle was cleaned...
If your using the same point of aim at 300 yard you are using at 200 yards, there is an excellent possibility that the round is falling short and landing in the dirt before it hits an 18 inch target. Try raising the point of impact by 10 inches at 300 yards. That should put you on the paper...
