I think you need to do it across the board to make a difference. I think people begin to associate these three week season HDs with trophy units and target them more heavily.
I think deer numbers vary greatly around the state. Certainly down in many spots, but also up in others. I know spots where I can view 60 deer a day. With that said, hunting pressure is definitely impacting age class, even in areas with a lot of deer.
Lots to consider here.
Looking at mule deer, I like the idea of some of the three week units. I think that approach is worth looking at.
I worry about eliminating or combining many of the permit areas and how that could make it even more difficult to draw a permit. It is interesting to see...

Sometimes you need to anchor the beast, and shooting through the shoulder bone with a tough bullet puts them down. Does it waste a little meat? Yes, but they also don't run onto an adjacent property, into a deep canyon, or over a cliff. It's situational in my opinion, and this shot has its place.

We checked with MN and WI DNRs and they both said that corner crossing is not considered legal access in their states. We didn't account for cultural norms. You'll see in the published details that 16k acres of the 55k in WI are water adjacent, although access may or may not be possible...
