I think the one thing that any of us with at least one brain cell can agree on is that staying with the status quo for mule deer management in MT has no chance for things to ever get better or even stay the same aside from maybe a few large chunks of limited access private.
This isn’t a major concern, but you can just stop at the u.s. port on your way north and fill out a form 4457 for your gun. You can add high dollar items to it if you’d like, but that’s not something I’d worry about much.

I noticed a pretty good reduction in recoil after adding a suppressor to my 6.5prc. I’d say it kicks similar to my kids youth 243 now, maybe a bit less even.
I don’t think anyone’s wanting to get rid of NR’s. But when probably 80-90% of them are hunting regions 6 and 7, that’s a problem, not unlike the issue where a large amount of resident pressure is stacked into those same regions as well.
