I've been in the point accumulators club in Colorado for about a decade. Hoping in the next year or two that those points buys me a ticket to somewhere with lots of deer and not a lot of other hunters. -

Montana combo draw odds
No non-resident caps or limits on elk tags in PA. Due to the demographics of the applicants it usually ends up around 90/10 or 85/15 however there's been years where 30%+ of a particular tag type go NR. It'd be a statistical anomaly but there's nothing to stop 100% of the tags going to NRs- jt13

Contact whichever governmental agency controls the area and see if the local warden/ranger knows about them. If they didn't know about them, offer to send them the GPS pins for them to try and catch the owner hunting in them this season to write them tickets. If they did know about them, ask if... -
Drone Game Recovery
I had the opportunity to speak with someone in the FAA once on the topic. As far as federal law is concerned it's no less illegal to shoot at a drone than to shoot at a helicopter or a commercial airliner.- jt13

As per a different article, the defendant had been told by the wardens previously that it was illegal. The defendant's lawyer thought he could beat it in court so he ramped up his activities and advertising as bait to get it in a courtroom. He got his wish, was found guilty, and now is on appeal.- jt13
