PRC cartridges have pretty long freebore from SAAMI to match the heavy bullets they are designed around as well. Not as much as some weatherby mag designs but they aren’t short throats by any means.
Stainless lite tikkas have been available for low $700s for a long time. Pretty cost effective with mag and trigger included. More so if you use the existing 22-250 barrel. If not, there’s a market for tikka take off barrels as well so nock another $100 off the cost.

That doesn't make sense in any application i've seen. Bigger spotters in the same lineup are always revered for better better optics. Don't know how image stabilization would impact that.

Yeah, lots of soldiers just like lots of hunters really suck at shooting. What is the requirement to sight in current AR platform service rifles, something like 8 out of 10 shots in a 6 MOA group to be adequate precision to zero? I'd hardly use that as a good basis for how things should be.
The BC isn't going to make a ton of difference at 400 yards. I'd bet your zero is not perfect (a little high) and your actual velocity is a little higher and possibly your scope doesn't track correctly.
