Looks to be the VX-R that was camo'd. I have a couple of VX-R 3x9 without the cds feature and like them a lot. They work very well for me. I also have several CDS style Leupolds that work well also. I would think what you looking would work as well.

I would look at the Kimber hunter or the Tikka T-3i lite ss. Both are lite and good shooting and in your price range. If you really want a lite rifle you have to start at a rifle weight of approx. 6 lbs. and when you are done setting it up it will be 7+.
I did a bunch of reloading in my garage when I lived in Ca. but much prefer my basement. The basement is temperature and humidity controlled so I have better storage/longevity of components.

My understanding is.
CDS is not affected by scope power changes you dial your range and shoot on whatever power you want.
BDC systems are only accurate on the power specified by the maker. You can make your own chart for different power settings.
