I think that only applies to rifle scopes when I went to look into it. Unless something has changed in the mean time. I do not see the reason as to not allow it. Plus it serves as a tracking assitant giving you a location of where the ranged shot may have landed.

I would go with the 10x50mm for the field of veiw. I'm not sure about the prices where you're getting them from but they are reasonable where I am locally. Eventually I'm going to be moving more into the high end when I have the money in the back for them
Personally, I would have both. However, instead of just the rain pants, I would have a rain set just in case. If the forecast indicates intermittent rain, then I would have the rain gaiters in the pack or wearing them.
Cool! Once you get an area picked out and/or have a guide you can get OTC tags in almost every unit for archery, 2nd and 3rd rifle. I'm looking toward the guided route for my first round to get a feel for.
